Looking to start a business in Downey, California?

The city of Downey requires that you register your business in order to conduct any business within the city limits. This includes contractors who will be doing business inside the city, even if their offices are located elsewhere.

How do I register my business?

You will need to pick up a registration application by visiting the Planning Division on the first floor of City Hall or download it from the City of Downey website. You will need to complete the application and submit it in person to the Planning Division to begin the approval process. Once your application is approved, you will be given an inspection card, unless you are planning to operate your business from home. At this time, you will also need to submit a non-refundable application deposit fee at the cashier window on the first floor of City Hall at 11111 Brookshire Avenue in Downey.

There may be additional fees due when your inspection card is completed. After your application is turned in, it will be reviewed by city departments to review your location and application. You will be responsible for calling to request on-site inspections and to obtain signatures of approval. After the inspection card is completed and turned in to the cashier’s window, you will be issued a business license in approximately two weeks. Your application process will be completed upon receiving your Downey Business License Certificate. 

What if I am a contractor?

You can pick up your business registration packet at the Planning Division on the first floor of City Hall. If you are an out of town vender or contractor, you may mail in your completed application and a check or money order made payable to City of Downey to:

Do I need additional Downey permits or Downey licenses?

You will be given an inspection card when you submit your Downey business registration application, which will help you to determine whether you will need additional permits, any inspections or any additional Downey licenses. As well, you may need to contact the IRS, the State Board of Equalization, the Health Department or any number of other departments depending on the type of business you plan to conduct. You will need to to meet zoning requirements.
