The first step in starting a business in Apple Valley is to contact the Planning Division at (760) 240-7000 ext. 7200 to discuss your plans. Once you have discussed your business ideas with the Planning Division, you will need to obtain a Certificate of Occupancy (C of O). You must print out the C of O application from the Town of Apple Valley website.
This four-page document asks questions pertaining to the use of your business space, what materials you will be using, if any hazardous materials will be used or produced at the place you conduct your business. Please note that you will need a new C of O even if your business moves or changes ownership. In addition to the C of O application, you are required to submit a Victor Valley Wastewater Reclamation Authority questionnaire that will pertain to all the waste that your business may produce.
