The city of Flagstaff requires that those operating a business within the city limits obtain a transaction or Flagstaff occupational business license.  You can download the application from the City of Flagstaff website, or you may visit the Sales Tax Division of Flagstaff at 211 West Aspen Ave to apply in person.  In addition to applying for a business license, you will also need to file a City of Flagstaff licensing eligibility document and a Utilities Department business questionnaire.  If you are planning to operate a business from you home, you will need to fill out a home occupation permit application.  All of these applications and questionnaires are available through the City of Flagstaff website.

What Are the Costs and Fees for a Flagstaff Transaction Privilege or Flagstaff Occupational Business License Application?

The fees for this license are set at $46.00; however, there may be additional costs that you may incur through the licensure process.  It would be wise to contact the Sales Tax Division to determine all costs and fees that may be associated with your transaction privilege and occupational business license. 

What Can You Expect on the Flagstaff Transaction Privilege or Flagstaff Occupational Business License Application?

Your application will require the following information to complete:

  1. Business type (amusement, contracting, rental, wholesale, restaurant, etc)
  2. Type of ownership (LLC, general partnership,corporation, individual owner, etc)
  3. Business name, mailing and physical address, and all contact phone numbers associated with the business
  4. If applicable, FEIN (federal employer’s ID number) and/or state license number
  5. Name, contact information, valid driver’s license information, and social security number of all owners
  6. Primary contact person’s name and phone number
  7. If the business is located in a commercial location or a home
  8. Whether the property is owned by the owners or rented
  9. Name and contact information of landlord or property manager
  10. The type of materials and equipment used and how they will be stored
  11. A signature of the applicant stating that all information is true and accurate, that all regulations will be complied with, and that the applicant is responsible for any outstanding taxes due by the former owners of the business if the business was purchased before taxes were paid

What Other Flagstaff Permits or Licenses Will You Need?

As mentioned above, all new businesses will need to file a Utilities Department business questionnaire which consists of information about the physical location of your business, wether you are going to be using the city water system, if food will be handled as part of your business, whether you are going to create any wastewater as part of your business, if any potentially hazardous materials will be generated, stored or used at your business site, etc.  A licensing eligibility form requests information about your citizenship and whether you are legally operating a business in the state of Arizona. 

You will need to provide documentation concerning your citizenship, including a valid driver’s license or ID card, a birth certificate if you were born in the United States, a certificate of citizenship, a BIA (bureau of Indian affairs) affidavit of birth, etc.  At least one of these documents and a signature of the applicant and a city employee will need to be presented along with your other applications.  If you plan to operate a home based business, you will file a home occupation permit application which outlines the definitions and conditions of a home occupation according to the Land Development Conde Section 10-03-006-0001. 

Some of these conditions include not using more than 1/5 of the total square footage of your home to conduct your business, that only one sign which is no larger than two feet squared may be used to advertise that a business is being ran in your home, etc.  You will need to be in compliance and familiar with all the regulations and conditions for a home occupation in order that your permit not be denied or revoked.
