All potential applicants are interviewed by Revenue Agents and Investigators of the Commissioner of the Revenue prior to receiving a business license. The application is available on the website http://www.vbgov.com, yet it cannot be submitted online, it must be completed then turned in to the Commissioner of the Revenue, Business License, 2401 Courthouse Drive, Municipal Center, Building 1, Virginia Beach, VA, 23456, (757) 385-4515. You may submit the application in person or by mail. The majority of those who desire to have an entrepreneurial venture must apply for a business license; there are only a select few exceptions. Some disabled persons are not required to apply as well as some manufacturing, farm and non-profit entities. Organizations that will host an event that is less than 72 hours in duration do not have as many charges as a permanent business, but still must register. On December 31st of each year, business licenses expire and must be renewed no later than March 1st of the following year, they are renewed by submitting the annual gross receipts and by paying the appropriate tax based on what was earned.

What is an Assumed Name?
It is the name a business adopts to identify itself to the City of Virginia Beach. There is a $10.00 fee that is due with the business license application; this must be with a check, made payable to the City of Virginia Beach. It is important to note that each assumed name constitutes a separate business and thus a separate business license.
What Should I Know About Home Based Businesses?
It is crucial to know that home based businesses are required to complete an application found at http://www.vbgov.com, plus complete the Restrictions for Home Use form and provide proof of residency. This form is found at http://www.vbgov.com, located on the left-hand side of the screen you will see “Documents and Forms.”
How Do I Find Out if My Business Location is Sanctioned?
As all business license applicants must first be approved by the Zoning Division of the Department of Planning, it is important that you contact them to ensure your business location is within the zoned areas, 757-385-8074.
