APPLY FOR A Building Permit
Iowa

When does Iowa require a building permit?

Building permits are normally required for any new construction, including structural additions to a current building and substantial structural, electrical, plumbing, and mechanical changes to an existing building. However because building permits are issued at the local level in Iowa, regulations may vary depending on the city where the property is located. For example Cedar Rapids requires a building permit for any roofing work while Harlan does not.

Some cities have a general building permit application, whereas others have separate permit applications for project type or for the different phases of construction. Not all cities have forms on their site and might only list a contact and phone number.

What is the process for getting a building permit in Iowa?

In order to get a building permit in Iowa, you will first need to find out what type of permits you need. Some projects may require more than one permit, such as electrical or use change permits, before construction can begin. Once you determine which permits you need, you will need to complete a building permit application and submit it to your local Building Department for review along with drawn plans of the proposed construction and the required permit fees. The application will be reviewed and either approved or returned to you for modification. Some construction work is subject to inspection by the city and in large projects such as constructing an office building, you will need to file permit applications as the work progresses and the previous work passes inspection.

What kind of permits are there in Iowa?

There are many different types of permits related to building in Iowa that you may need for your construction project. These include electrical permits, mechanical permits, plumbing permits, and septic permits. Many cities in Iowa also require use permits or zoning permits before construction can begin. Whether it is a residential house or a commercial office, once construction is completed you will often need to acquire an occupancy permit before people can inhabit the building. It is your responsibility to ensure that you are meeting all the permit requirements during your project.

Do contractors in Iowa need to be licensed?

Except in some situations, licensing requirements for contractors in Iowa are also determined on a local basis. Electricians and plumbers must be licensed by the state, but some cities such as Cedar Rapids and Iowa City also require them to hold local licenses in order to legally work in that municipality. Other professions that are not licensed by the state may still require local licenses. If your city does require that contractors be licensed, you will need to give the licensing information of any contractor you use on your project on your building permit application.
